They are partying because there are fourteen Bull Jumpers in the Karo tribe that will go through the manhood ceremony and this only happens once in a generation. Even though the food aid is being abused, the rest of the traditions here are symbolic of an intact culture that behaves this way for themselves, not because of tourists.
